In June, the Philippine House of Representatives did something it had only done once before in its entire history: it expelled a sitting member.

The internet, being the internet, did not reach for outrage. It reached for a nickname. Congressmeow. Within days there were edits, there were reaction videos, there was a whole genre of cat-in-a-barong content. A political scandal became a meme faster than the news cycle could file it.

Congressmeow is what happens when you take that joke and give it a ticker. No manifesto, no promises about disrupting finance, no roadmap to a Layer 2 nobody asked for. Just a very serious cat, a very red tie, and a community that got the reference.

Every meme coin claims to be a movement. This one is honest enough to admit it is a punchline.

You connect your Solana wallet, choose an amount, and your wallet asks you to approve a transfer of SOL or USDC to the presale treasury wallet. Once that transfer confirms on-chain, we check it against the blockchain and record your allocation against the wallet that sent it. Your tokens are not sent immediately - they are claimable at the Token Generation Event.

No, and we are not going to pretend otherwise. Payments go to a treasury wallet controlled by the project. There is no on-chain escrow, no automatic refund, and no code enforcing what happens to the funds. Your protection is that every payment is publicly visible on the Solana blockchain and permanently auditable by anyone. If that is not a trade-off you are comfortable with, do not buy.

Your money is not lost. The payment is on the blockchain regardless of what the website does. Save your transaction signature - the site shows it and saves a copy in your browser - and paste it into the "Already paid?" recovery box on the presale section. We verify it against the chain and add you. The same signature cannot be claimed twice.

After the presale ladder completes and the claim contract passes audit. We are not going to commit to a date we cannot keep - it depends on how quickly the stages fill and how long the audit takes. Follow the official channels for the announcement.

At TGE a claim page opens on this same domain. You connect the same wallet you paid from, and the claim contract sends your allocation to it. This is why you must pay from a wallet you control - never from an exchange. Tokens allocated to an exchange deposit address cannot be claimed and will be lost.

Any Solana wallet you hold the keys to: Phantom, Solflare or Backpack. Do not send from an exchange account such as Binance or Coinbase. The allocation is recorded against the sending address, and you cannot connect an exchange address to the claim portal later.
